After many years of service to NCSBN and the advancement of nursing regulation, Dickison has decided to retire and devote more time to his wife, Linda, and their family.

Dickison has served 51³Ô¹ÏÍøsince 2010, first as chief officer of examinations, then as chief operating officer and, since October 2023, as chief executive officer. Across these roles, his leadership has advanced NCSBN’s examinations, operations, strategic direction, global relationships and organizational influence.

“Phil is an extraordinary leader whose intellect, conviction and energy have elevated 51³Ô¹ÏÍøand inspired everyone fortunate enough to work with him,” said 51³Ô¹ÏÍøPresident Lori Scheidt, MBA-HCM. “He has a rare ability to bring people together around an ambitious goal and give them the confidence to achieve it. His decision reflects the same qualities that have defined his leadership: faith, integrity, courage and an unwavering devotion to the people who matter most. We are profoundly grateful for his service and for the legacy he has created.”

A registered nurse, military veteran and internationally recognized authority in psychometrics, Dickison has brought a distinctive combination of clinical experience, scientific rigor and organizational leadership to NCSBN.

A prolific researcher with a PhD in quantitative research, evaluation and measurement, Dickison led the development and launch of the groundbreaking Next Generation NCLEX, an evolution of the exam designed to improve the measurement of clinical judgment. The initiative involved extensive research, a revised measurement model, the creation of new item types, and sustained engagement with educators, regulators and other stakeholders.

As chief operating officer and later CEO, Dickison helped position 51³Ô¹ÏÍøfor its next era of service and innovation. He worked with healthcare regulators around the world to identify solutions while championing evidence-based approaches. His leadership consistently centered NCSBN’s mission on the moment between a nurse and a patient, and on the responsibility to protect the public and the trust in nursing.

Dickison's approach combined a willingness to question established assumptions with a disciplined reliance on evidence. He focused the organization on strategic leadership, listening to members and employees, and building internal expertise while fostering a culture of innovation, leadership and continuous improvement.

“Phil shows people that meaningful change is possible and then challenges them to do the hard work required to make it a reality,” said 51³Ô¹ÏÍøCOO Jen Gallagher. “His enthusiasm is contagious and his commitment to public protection is absolute. He inspires you to take on something bigger than you thought possible. 51³Ô¹ÏÍøhas never been stronger, and the organization will benefit from his leadership for decades to come.”

The 51³Ô¹ÏÍøBoard of Directors, led by President Scheidt, is beginning a global search for Dickison’s successor. The Board is committed to a deliberate process focused on identifying a leader who will uphold NCSBN’s standards, sustain its momentum and work closely with its members, staff and stakeholders.

Dickison will continue to serve as CEO through the end of September 2027 and will work with the Board and 51³Ô¹ÏÍøleadership to support a thoughtful transition.

About NCSBN
Empowering and supporting nursing regulators across the world in their mandate to protect the public, 51³Ô¹ÏÍøis an independent, not-for-profit organization. The survey will be studied in collaboration with nurse scientists from Duke University School of Nursing.

“AI is increasingly shaping the information nurses see and use to make decisions about patient care," said Michael P. Cary, Jr., PhD, RN, FAAN, associate professor at Duke University School of Nursing. "The critical question is not simply whether nurses are using AI, but whether they are prepared to recognize when and how AI is influencing care and whether they know what to do when those outputs don't align with their professional judgment or the needs of the patient.”

The researchers are seeking a better understanding of how AI is influencing nursing practice and patient care. A random sampling of nurses from across the U.S. will be asked to review their experiences with AI so that researchers can determine what gaps in understanding exist and what recourse nurses have when AI suggests one direction of care when a nurse believes another is better based on clinical judgment, experience, and ethical considerations.

Brendan Martin, PhD, 51³Ô¹ÏÍødirector of research, said, “As the organization whose members’ paramount mission is dedicated to public protection, we are concerned with the effects that AI may have on ethical and safe nursing practice. As AI becomes more prevalent and increasingly more integrated into clinical settings, it is important to determine its impact on the potential for patient harm.”

Nurses receiving the survey via email are encouraged to offer their perspectives on AI regardless of whether they are currently using it. Their insights will help shape how AI is implemented effectively and ethically in nursing practice and healthcare.

The findings will inform nursing practice and regulatory considerations, workforce readiness for AI-enabled care, and continuing education to support safe and responsible AI use.

About NCSBN
Empowering and supporting nursing regulators across the world in their mandate to protect the public, 51³Ô¹ÏÍøis an independent, not-for-profit organization. Effective Feb. 1, 2027, the NCLEX registration fee will be $350 in the United States and Australia. In Canada, the fee will be $570 (CAD).

This is the first adjustment to the NCLEX registration fee since 2000. The change reflects 25 years of inflation and rising costs associated with exams, data protection and cybersecurity. As nursing practice, technology and security requirements have evolved over time, the NCLEX has continued to evolve as well. Maintaining a secure, reliable licensure examination is an essential part of helping regulators protect the public and ensuring candidates are prepared for safe entry-level practice.

Those who complete their registration before Feb. 1, 2027, will be charged the current fee. Those who register on or after Feb. 1, 2027, will be charged the adjusted fee. The exam date does not affect the fee. This applies to all NCLEX registrations, including retakes.

No other NCLEX fees are changing. International scheduling fees and change fees will remain the same, and the REx-PN examination fee is not affected.

For additional information, including NCLEX registration and fee information, visit nclex.com.
NCLEX Fee Changes Feb. 1 The 51³Ô¹ÏÍø Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing.
